CalVal is a collaborative group of scientists, engineers, and utility staff who are working to increase the water supply for all Californians. This multi-year initiative is focused on developing uniform, science-based guidance for permitting, implementing, and operating advanced potable reuse treatment facilities across California.

Advanced potable reuse treatment is the process of purifying wastewater to meet high water quality standards set by the State of California. Clean water produced by these facilities is used to replenish natural water sources like rivers, lakes, and groundwater basins—a process called indirect potable reuse (IPR).

Why it Matters

The complexity of obtaining permits for IPR projects poses engineering, regulatory, and operational challenges for water producers. CalVal will provide uniform, regulator-approved guidance to streamline the permitting process.

The CalVal Solution

CalVal aims to:

  • Set clear expectations for designing, monitoring, and operating
    IPR treatment facilities

  • Align the goals of utilities, regulators, and consultants

  • Support public health and community trust

CalVal Benefits Everyone

Consistent, regulator-approved guidance will result in:

  • Greater regulatory confidence for water producers

  • More water for multiple beneficial uses

  • Shorter water project timelines, which brings down project costs

  • Consistent permitting expectations across California

  • Increased public confidence in purified recycled water
